Goldfish upside down on bottom or floating upward indicates the fish is constipated. The intestinal tract is connected to the swim bladder organ by a tiny tube where gas (Co2) is exchanged. When the fish wants to rise, the gas is taken into the bladder, which is much like a balloon

The tube may become obstructed, trapping gas in the bladder, causing the fish to roll upside down if the tract become impacted or even slows
